Congressional Appropriations Committees

Senate

The Senate Appropriations Committee is the largest committee in the U.S. Senate, consisting of 29 members, and writes the legislation that allocates federal funds (i.e. the overall budget) to the numerous government agencies, departments, and organizations on an annual basis.

Subcommittees are tasked with drafting legislation to allocate funds to government agencies within their jurisdictions (i.e. makes the budgets for agencies like the NSF). These subcommittees are responsible for reviewing the President’s budget request, hearing testimony from government officials and other witnesses, and drafting the spending plans for the coming fiscal year. Their work is passed on to the full Senate Appropriations Committee, which may review and modify the bills and approve them for consideration by the full Senate. The Senate Appropriations Subcommittee for Commerce, Justice, Science, and Related Agencies decides the budgets of the following agencies which provide critical investments for scientific research at the:

  • National Science Foundation (NSF)
  • National Aeronautics and Space Administration (NASA)
  • National Oceanic and Atmospheric Administration(NOAA)
  • National Institute for Standards and Technology (NIST)
  • Economic Development Administration

Congressional Science Committees

Senate

The Senate Committee on Commerce, Science, and Transportation has jurisdiction over issues relating to science, space, and more.

The Subcommittee on Science, Manufacturing, and Competitiveness has jurisdiction over legislation and oversight of science, technology, engineering, and math research, development, and policy; standards and more and conducts oversight on the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and other agencies.
